Registration & Payment Information

Step-by-step registration guide: Match Official Course Registration Guide  and Course Registration Video

To register for available referee courses, go to http://training.rugbycanada.ca, where you will be required to register for an account (if you have not already done so). The cost of the one-time Rugby Canada membership fee is $28.25.

Membership will give you access to register for all development sessions, referee and coaching courses. Once registered, you can sign up for the course/session of your choice. Courses require you to complete a pre-course workbook and only when that is completed you will show as registered for the course. Interested referees should register and complete the workbook far in advance of the course date to ensure that the course shows accurate participant numbers.

Again, it must be stressed that all candidates complete the online pre-course workbook in order to register for a course. We have no record of interested participants until the work book is completed and you have signed up.

Courses may be cancelled four days prior to the event date if there are not enough people registered. Should the course be cancelled, the completed workbook will get transferred to an alternate course. We believe in supporting our education workforce and would like to provide sufficient time for them to make other arrangements if a course is cancelled.

World Rugby Match Official Fifteens Level 1

The World Rugby Match Official Fifteens Level 1 course is a basic level program. In most cases, this will be the course that will introduce new recruits to refereeing. Rugby Canada views this program as an “introduction to refereeing” and the minimum level of accreditation, but does not view it as an ideal ongoing level of accreditation appropriate for continuing referees. Referees with ambitions to gain advanced level appointments should eventually progress to higher level accreditation.

Referees with this level of accreditation are ideally suited to officiate athletes in the learn to train, train to train, and train to compete stages of the LTRD.

Course Description: "Introduction to officiating in a safe, competent and enjoyable way."

Rugby Ontario provides: Whistle, Cards, Referee Handbook
Registrants need to bring: Running Shoes, Cleats (if appropriate), Athletic Wear (appropriate for high-performance training), Pen, Paper, and a Referee Uniform (if available)

Reminder: Before registering for the World Rugby Match Official Fifteens Level 1 course, please visit the World Rugby Passport website and complete the Rugby Ready interactive learning module, the Laws of the Game examination, the Introduction to Match Officiating (Pre-Level 1) module and the Concussion Management for the General Public interactive learning module. All modules must be completed and certificates uploaded to your Training & Education profile prior to registration. Rugby Ontario also requires completion of the Introduction to the Blue Card e-learning module located on The Locker. 


World Rugby also recommends completing the First Aid in Rugby module, the Technical Zone programme, and Introduction to Conditioning - Adult (Pre-Level 1) module.

Rugby Ontario is working hard to finalize the 2023 Spring/Summer Course Calendar. All updates will be posted below when available, and more dates are being added. Rugby Ontario recommends starting the registration process by completing the required modules in the mean time.

World Rugby Match Official Fifteens Level 2

The World Rugby Match Official Fifteens Level 2 course provides a much more comprehensive program, and should be viewed as the ideal level of accreditation required for match officials with ambitions to advance their refereeing skills and knowledge. 

Referees with this level of accreditation are ideally suited to officiate athletes in train to compete and train to perform stages of the LTRD.

Course Description: "Development of officiating in a safe, competent and enjoyable way with a minimum standard of officiating skills."

Analysis & Preparation
 course provides High Performance Match Officials the tools to plan, prepare, execute, analyze, and improve at the elite level of competition. Athletes at this level are expected to engage in detailed and complete match planning and analysis. This level of accreditation is administered by Rugby Canada, and is only offered to High Performance National Panel Match Officials.

Referees with this level of accreditation are ideally suited to officiate athletes in ultimate performance of the 
LTRD.

Course Description: "Enhancement of officiating skills based on sound refereeing experience and ambition to achieve a higher standard in officiating."

World Rugby Coach of Match Officials Level 1

Introduction to the Coaching of Officials is the ideal course for any participant that wants to assist in the development of Match Officials. This course provides participants with the tools to help referees reach their goals by assisting the process of self-evaluation. Participants will come out of this course with the ability to provide constructive feedback, specific to refereeing.

Coaches with this level of accreditation are ideally suited to work with Level 1 or 2 Match Officials.

The cost for this course is $150.

World Rugby Coach of Match Officials Level 2

Developing the Coaching of Officials' Skills is the ideal course for participants seeking to provide input into the development of elite Match Officials. This course provides participants with the tools to help High Performance referees review, analyze, and prepare. This level of accreditation is administered by Rugby Canada, and is only offered to coaches that will be active in development at the National and World Rugby levels of officiating. 

Coaches with this level of accreditation are ideally suited to work with Level 3 Match Officials.

There is no cost for this level of accreditation.

Statement On Covid-19: Suspension Of Rugby Activities

(WHITBY, ON) – Rugby Ontario has been closely monitoring the rapidly evolving situation relating to the COVID-19 pandemic, and in response to growing concerns and public health directives, a decision has been made to suspend all rugby activities effective from midnight March 13, 2020 until at least April 10, 2020. During this time, no sanctioned rugby activity is permitted, including training sessions.

“Rugby Ontario’s number one priority is the safety and well-being of players, coaches, officials, volunteers, employees and parents participating in our sport across Ontario,” said Rugby Ontario CEO Myles Spencer. “The rugby community is a strong and resilient one, and we hope to see everyone enjoying the sport they love again very soon. We encourage all members to take care and stay in good health during this unprecedented time.”
