Rugby Ontario has two sets of published rules:
1. The Rugby Ontario By-Laws outlines the overall rules of governance and operation of Rugby Ontario. These by-laws are managed by the Rugby Ontario Board of Directors, but governed by the Membership of Rugby Ontario.
2. The Rugby Ontario Polices details the operational polices for governing and operating the game of rugby in Ontario. These policies are governed by the Rugby Ontario Board of Directors as allowed by the By-Law.
