2011 RUGBY ONTARIO 7’s SERIES
Rugby 7’s is becoming a major focus for the world of rugby with its inclusion in the Olympics. Rugby Ontario has developed a provincial 7’s series to ensure the best athletes have the platform to develop and be identified. The “target audience” is competitive senior men’s, women’s and junior teams from Ontario.

Rugby Ontario 7s teams who compete in 3 or more of the sanctioned tournaments will accrue points much like the IRB International 7s circuit. The provincial men’s, women’s and junior champion will be crowned at the completion of the final event.
Growth targets for the Rugby Ontario 7’s Series will be:
• Increase the number of participants in the tournaments year over year.
• Increase the number of teams in the tournaments each year.
• Increase the awareness of 7s rugby in Ontario.
• Integrate with youth and Olympic 7s initiatives.
• Potentially increase profits to organisers of tournaments.
• Profit centre for Rugby Ontario (via property title sponsor in 2011 and beyond)
• Creation of a recognisable provincial championship that promotes excellence in all areas and serves as a pathway towards rugby 7’s achievement.
In order for the Ontario 7’s Series to result in the awarding of a provincial title, there must be items which are standardized across all endorsed tournaments.

Rugby Ontario 7s Series Endorsement Criteria
To become a tournament endorsed as part of the Rugby Ontario 7s Series, organizers must ensure:
• Summer tournaments must have a men’s and U18 competitive “elite” division.
• Fall tournaments must have a women’s competitive “elite” division
• The registration policy and procedure as with all Rugby Ontario fixtures is enforced.
• All players, coaches and managers in Ontario Teams must be registered with Rugby Canada Insurance.
• All touring sides are approved via the “tour in” approval process.
• The tournament incorporated Rugby Ontario’s 7‘s discipline policy is in place
• An Emergency Action Plan is in place.
• All coaches should be NCCP Introduction to Competition Certificed and have completed NCCP Personal Development Workshop 7’s Rugby.
• Consideration is given to the “Rugby Ontario 7s Series Points System” when scheduling.
• Provide a tournament summary, including Rugby Ontario 7s Series point allocations to Rugby Ontario office no later than the Monday following the final game. All results and rankings will be posted on the Rugby Ontario Media outlets.
• All matches shall be played under the Laws of the Game of Rugby Union and shall comply with the rules and regulations of the IRB, Rugby Canada and the Ontario Rugby Union.
Team Eligibility for the 7s Provincial Title
• Teams permitted to accrue points for the 7s Series Championship must be made up of players that have completed full registration with Rugby Canada and Rugby Ontario.
• Teams permitted to accrue points for the 7s Series Championship must complete a Pre-Series Team Sheet with a maximum of 24 players listed 24 hours prior to first event of the series to Rugby Ontario Office.
• Teams permitted to accrue points for the 7s Series Championship must complete a pre-tournament Team Sheet with maximum of 12 players (a combination of the 24 players listed on the Pre-Series Team Sheet) to Rugby Ontario on the Thursday before the tournament.
• Teams are permitted to enter in all tournaments, with the top 3 results being counted for the Rugby Ontario 7s Series Championship; therefore a minimum attendance of 3 tournaments is needed for a team to qualify for the championship.
• The team with the most points at the close of the final Rugby Ontario 7s Series Tournament wins a provincial cup and title as Rugby Ontario Provincial 7s Champions.
• The team who wins the Rugby Ontario 7s Series will represent Ontario at the Rugby Canada Championship in August.
