Here's the proposal for the 2010 Ontario leagues:
At the end of this season 2009, the top two teams (1 Jones & 1
Keenan) are promoted into the Marshall, making it a 10 club
division (no current Marshall clubs relegated down). For 2010
(and beyond for that matter, if accepted), from the 2009 final
league standings, Marshall 1-3-5-7+1 promoted would be one
half of the 2010 Marshall; and 2-4-6-8+1 promoted would be
the other half of the Marshall. They would all be in one large
divisional standing, but 1-3-5-7+1 would play each other home
and away, and 2-4-6-8+1 (remember that's from the previous
season's final standings) would do the same (that's 8 games
each). There would also be crossover each week, with each club
in each pool playing the other pool only once (that's 5 more
games), for a league total of 13 games, each week three-on-
three.
As the current standings at the top of the Jones and Keenan are
very close, here are the tie-breaking standards. Head-to-head
games between any two tied clubs are the first consideration. If
both clubs have won one game each, then the total point
difference between those two clubs in those head-to-head
games would be the deciding factor. if three clubs are tied, then
Game Reg. R406 takes affect, and it would come down to the
total point differential between the three tied clubs.
At the end of 2010, the bottom two in the combined standings
go down (that's 9th and 10th place), and once again, the top
Jones and Keenan clubs come up to replace those two relegated,
keeping the division at 10 total. For 2011 and beyond, again
(now from the 2010 final standings) we put 1-3-5-7+1 on one
side, and 2-4-6-8+1 on the other and they each play each other
twice (home & away), with crossover against the other five only
once, for a total of 13 games.
Each year the two pools within the Marshall division would
change, based on the previous season's final standings of the 10
clubs, plus the two newly promoted clubs, so there would be
some variety with every new season. It will be a squeeze to get
13 league game into 2011 and beyond, but we'll either find a
way or have to shorten the schedule by a game or two or go for
earlier starts or a few weekday games.
Keep in mind that as of the end of August, your highest ranked
profile players that make the Ontario list will be involved in the
Americas Cup competition, and probably gone from your club
side, if not for the higher level, then off to university.
This format put emphasis on where you finish in the league,
from top to bottom, and which clubs you will see more of in the
coming year. The assumption is that some clubs will not care
which group they fall into, but other might pay close attention to
the league standings towards year end and try to set themselves
up for the coming year.
While it is conceded that with the expanded numbers in the
Marshall division, that the distance in on-field playing levels
between the top and bottom clubs grows marginally larger, the
goal is to create divisions that all clubs can strive to play within.
The pathway from the lowest sub union division to the top of the
province would be through your own local (Niagara/Southwest,
Toronto or Eastern), the next step into the Jones, Keenan or
Bardon (all 6 club divisions), then up to the Marshall (now 10
clubs split into two groups).
Promotion and relegation would now only have to be bottom two
Marshall clubs relegated to the Jones/Keenan, the top Jones and
Keenan clubs promoted to replace them; the bottom
Jones/Keenan/Bardon clubs relegated and replaced by the top
available and qualified Niagara/Southwest, Toronto or Eastern
clubs. No need for any Intermediate Cup play, unless a playoff
format between those clubs moving up or down is suggested.
But when to play these games once again become a large
factor.
Should the Bardon divisions clubs decide to once again look for
promotion into the Marshall, changes would have to be
discussed.

Just getting into rugby and am glad (and somewhat dismayed) to see that this site is much better than the one for the Canadian Soccer League.
You could clear up the Teams section for a prospective fan by making it clear where the teams are based and where they play as I'd like to catch a game or two this year.
